you are not qualified?

I am getting this for ALL SOO raids up on OQueue, I am 560 and even stuff that is 540 it says this? since updated to 1.9.5 I can't get into raids this way. I work all weak and this only way I get to raid at all really so what is going on here?.

I am experiencing a "raid lockout conflict" while trying to get into SoO. the areas I am tring to hit the waitlist for I have never on any toon finished or killed them bosses? why is it doing this and who can i fix this so i can progress further on normal SoO?
