yes, you get 1 token for every 10 tickets you play (you don't have to exchange them directly... might as well play them in another raffle)

edit:seems the raffle "Pets and Helms - 5 day raffle" is bugged.. i submitted 10 tickets... didn't get a token when i submitted the 10th ticket...

how are the submitted tickets tracked... per each raffle or per the user account as a whole?

The tickets are counted per account. So you can put 5 in raffle one and 5 in raffle two, and still recieve a token.

There was an issue earlier with this mechanism, should be resolved now.
