Around the time I started using oQueue I found I couldn't report players anymore. I thought Blizzard got tired of me reporting every mount duper and so blamed them for it. Then I saw a report on Prat's page on Curse.com and someone else had the same problem.
I spent some time today going through my addons, disabling any chat related addons first, and still couldn't get Report to come up reliably ... until I got to oQueue.
Disabling oQueue allows me to report whether other addons are enabled or not. Enabling oQueue kills my Report function even if other addons are disabled.
It doesn't generate an error, so no log to post right now.
I can still Report on non-chat functions that display in the chat menu, like battle.net logins, but not on chat entries.
