Around the time I started using oQueue I found I couldn't report players anymore. I thought Blizzard got tired of me reporting every mount duper and so blamed them for it. Then I saw a report on Prat's page on Curse.com and someone else had the same problem.

I spent some time today going through my addons, disabling any chat related addons first, and still couldn't get Report to come up reliably ... until I got to oQueue.

Disabling oQueue allows me to report whether other addons are enabled or not. Enabling oQueue kills my Report function even if other addons are disabled.

It doesn't generate an error, so no log to post right now.

I can still Report on non-chat functions that display in the chat menu, like battle.net logins, but not on chat entries.

It gives you a short period of time to report that player, something like 5-10 seconds from that message. Which yeah, generalls means you can't report people. It's just another part of the bad code in the add-on that will probably never be fixed.

Do you happen to run a addon called Tiptac?

We have noticed that while running either addon seperately doesn't cause an issue, if you run Tiptac, and oQueue together it causes this kind of issue.

Nope, hadn't even head of it. I use Prat and SpamThrottle (and Greeenwall on one character but rarely played and disabled on others) as my chat addons. I use a bunch of others for my UI.

This is a list of ALL of my addons, not all are enabled, but I'm happy to debug this by disabling specific ones to see if we can nail down the conflicting addon and see which needs to update.
