Can anyone tell me who he is or what his story is? I see him being used as an emoticon in some Twitch streams chat as well as in several memes. Or is it just a random guy who got memed?

Its a way of symbolizing sarcasm.

Example: "I love working on Christmas Eve Kappa."

The origin of the term, according to Reddit seems to be that Twitch had a employee which was always sarcastic, and the term stuck.

i thought that silly Kappa ppl were spamming was the silly anime Kappa guy meme.. never heard of that other guy... now i see they practically mean the same thing tho.
